前 言

21世紀全球已邁入追求速度的競合時代,人人極力追求個人魅力與潛能開發,掌握先機與追求卓越儼然成為人類未來的夢想與願景。邇來,佛教團體組織各項弘法利生活動不落俗套迅速開展,若於團體制度之設立與組織知識管理之規劃等進行改善與提昇,才能與時俱進讓佛教各類弘法利生的工作生生不息發展,正法才得以輝煌久住於人間。

壹、佛教組織管理之重要

    今日多元價值分歧的社會,人類追求理想的生活品質與優質的生活內涵,其內容必涵蓋不同族群文化語音、教育、宗教…等課題。漢傳佛教具有博大精深的傳統中華文化為砥柱,其萬千氣象與優秀傳統精神,面對21世紀瞬息萬變的大環境,佛教的弘傳工作亦面臨一個積極競爭的競合時代。如何“汲古而創新”以因應時代需求,實為佛教團體經營與管理首要之務。

邁入科學與科技日新月異發展的21世紀,人類生活環境起了急遽的巨大變化,傳播媒體以經濟為考量,利用天空的衛星、地下的光纖,可謂從天而降、由地而伸,形成天羅地網以全新風貌重組社會結構;不但改變世界風貌與生活層面,亦使佛教發展亦面臨「隨境而變、隨潮而伏」的抉擇。

二、因應方法:

    1.積極建構量化與質化的「知識系統」以應時代趨勢變化。

    2.佛教團體內部的「資訊知識」透過創造、整合、記錄、更新等過程不斷建構。

    3.不斷累積個人與團體的管理知識,使之成為組織內部的智慧循環。

4.對「知識創造」過程和「知識應用」進行規劃和管理活動。

21世紀主義的特徵:不外乎a.尊重個人尊嚴 b.重視權利平等 c.堅信自由價值…等觀念,開發中的國家常以經濟、科技、知識、文化等提昇國家競爭力;基此,不同時間背景與空間的條件下,佛教對社會扮演的功能與意義亦產生不同領域的認知。佛教組織於資源管理與運用也需適度調適及適時轉化組織運作的形態,唯有適時契機的轉變及更新方可拓展組織的價值內涵。

貳、佛教團體“知識管理”建構之範疇            

佛教面臨傳統與現代交替的關鍵時刻,弘法工作之突破與提升亦成為弘化發展上的重要課題。每個佛教團體其宗旨風格之發展,因地緣性與傳承性各有差異性與相同性之別,面對科技時代大環境變遷,佛教團體向外發展與傳播空間明顯受了壓縮;弘化工作缺乏有效管理與拓展規劃,即容易造成宗教神聖性的信仰失落。基此,佛教團體的管理與運作則須樹立獨立的「中心思想」與完整制度化的管理體系,方能建構佛教團體的發展素質與價值視野。

參、佛教團體知識管理之建立

新世紀資訊時代的新文化思想,資訊在“西風東漸與東風西漸”的交流下,形成不同族群與不同聲音…等新生活秩序,佛教團體面對a.「生存利基」之等價原則與b.「使命利基」之理念認同…等之價值顛覆,及佛教團體發展價值體系的建構與維持;佛教界普遍缺乏宏觀的經營理念而空有豐富的佛法資源,如何於佛法體驗下創立團體組織獨特的知識管理體系,以增強佛教團體永續經營的競爭力提昇,在在彰顯佛教組織對“知識管理”建構的重要性。

    綜觀台灣佛教史的演進歷程,台灣佛教團體之發展多為獨立體,從經營運作與發展的立場而言,多為“向下擴充”的組織,難以產生“向上統整”的力量。緣此,建立各種精緻性、創意性的管理制度系統,以提昇佛教團體未來發展的管理能力,應是當今佛教團體的領導管理者刻不容緩的重要課題。

肆、佛教團體建立「知識管理」的益處

“人”是一切活動的中心,為了生存亦竭盡腦力與體力改變社會結構,佛教團體自身組織本為完整的經濟體系,長期運用教義之實踐與宗教社會關懷活動之推展即匯集共同信仰的群眾。鑑此,佛教弘化工作之推展應各具團體自身文化特色,透過獨特組織符號的運用,有助於佛教價值體系的建構與維持。

鑑此,佛教在新世紀的角色任務實應加強團體組織的知識管理與運作,能建立各種精緻性管理制度與專業管理人才;必為社會群體建構正見行動力與共同價值規範,進而建立社會和諧的互動模式,相對性亦為國家帶動整合性的競爭力。全球佛教團體皆各有其發展的舞台,宗教使命之實現&資源管理之運用,倘若建構於「共同資源」與「共享經驗 」的平台累積,必促進佛教弘法宣教之提昇與佛教整體發展教之品質。

Foreword

By 21st Century the whole globe has entered into the era of competing on speed, whereby striving for personal charisma, unleash hidden potentials, harness the opportunity, and pursuit of excellence have become the common dream and vision for humanity. Recent years there is a rapid creation of diverse forms of Buddhist organizations and Dharma propagation activities. If we can introduce improvements and upgrade measures such as the establishment of Organizational System and organizational design for Knowledge Management, we can ensure all types of Buddhist Dharma propagation and benefiting sentient beings activities keep pace with the changing times and maintain sustainable development thus keeping the flame of Buddha Dharma forever lighting this human world. .

  1. The importance of management for all Buddhist organizations

Human beings are now living in societies of diverse of value systems, where people are speaking different languages, having diverse educational and religious background, yet we are as one in the pursuits of ideal quality of life and high quality content lifestyle. Chinese Buddhism has profound and vast traditional Chinese culture as the backbone, having diverse features and many excellent content. We are living in 21st Century— the era of competing on speed where everything is dynamic and changing at very fast-pace. This has created many challenges for Buddhist Dharma propagation, such as: How to learn from past and create the future? How to develop proactive and strategic approaches to deal with change of time? These issues have become top priorities for all Buddhist leaders and management of Buddhist organizations need to tackle.

In 21st Century our world is changing at a rapid pace, driven by science and technology, this has brought enormous and speedy to our lives and environment. Profit driven mass media organizations are using satellites in the sky and fiber optic cables in the ground to form webs that descend from the sky and extending into ground. These media webs have totally transformed the structures of our societies and brought many changes to our world and our lives. These changes also has created tough choices for Buddhism when working on its future developments: How can Buddhism to change with shift of environment? How to turn the tide?

A. Confronted by the following crises

(1)Values in disarray

        1. Survival niche-exchange value of a commodity, i.e., an

         item or service produced for, and sold on the market.

        2. Purpose-driven niche-identification with a purpose or

idea

    (3)Transmission in jeopardy

        1. Experience inheritance from teacher to student

        2. Transmission of ideas

        3. Selecting the right candidate from all quarters of the globe

Future development of Buddhism is confronted with 3 major Challenges: a. values in disarray b. resources constraints c. Transmission in jeopardy. Therefore the issue of How to develop proactive and strategic approaches to deal with change of time, is the number one task for anyone when planning and working for future developments of Buddhism.   

B. Corresponding Measures:

    1. Proactively in the establishment of an effective big data based Knowledge System to deal with change of time.

    2. The continuous efforts in the creation of Information Knowledge within Buddhist organizations where information are generated, integrated, recorded, and updated.

    3. The continuous of accumulation of Personal and Organizational Knowledge Management thus creating Knowledge Spiral within Buddhist organizations.

4. Planning and managing the process of Knowledge Creation and Knowledge Application.

The hallmarks of 21st Century are: a. respect human dignity b. high regard for equality c. firmly believe in freedom and liberty. Developing countries increase their country competitiveness through improving performance in economy, technology, knowledge and culture. Buddhism always keep in pace with the development of our societies, therefore Buddhism will shift to another appropriate roles and produce another form of social acceptance with the change of time and environment. Resources management and utilization in Buddhist organizations should be proactive to the changing environment and should also change its pattern how its organization operate. It is only through constantly organizational overhaul and modernization can we bring new and broader value to Buddhist organizations.

  1. Establishment of Knowledge Management Classifications in Buddhist organizations

Buddhism is now at the critical moment of shifting from tradition to modernity. The most important topic in the Buddhist modernization is about how to develop Buddhist Dharma propagation? How to create breakthrough in Buddhist Dharma propagation? How to move up the ladder in developing Buddhist Dharma propagation? The purpose and style of individual Buddhist organization are usually affected by its location, its lineage and great changes brought by the era of information technology. Emergence of new technologies have compressed the space whereby Buddhist organizations can venture out and propagate. Lacking of effective management and increase market share strategies in Buddhist Dharma propagation, can easily result in people to lose faith the religious holiness of Buddhism. Each Buddhist organization should establish own core ideology and complete management and resource utilization system in order to develop high quality and visionary Buddhist organizations.

In this new century, the era of information technology, where freely and quickly flow of information and interactions are happening around the globe. Western culture has become trendy in the East, and the Eastern culture is establishing a beachhead in the West. All these have resulted in the formations of new pattern of living, growth of new breed of people and voicing of alternate views. Thus Buddhist organizations are challenged by values in disarray such as whether we should operate in the view of survival niche-exchange value of a commodity or propel by the view of purpose-driven niche-identification with a purpose. Disarray of views also challenge the establishing and maintaining of value system in Buddhist organizations. Buddhist organizations are rich in resources but by far and large have little or no strategic management. Base upon the realization and experiential learning of Buddha Dharma, how to customize-build Knowledge Management System for each Buddhist organization so to increase the competitiveness and ensure sustainable development of Buddhist organizations. From the above discussion we can see the importance of the establishment of Knowledge Management in Buddhist organizations.

2. Inadequate efforts in the enhancement of management system and overemphasis in the expansion and betterment of hardware.

5. Lack of open up resources resulted in Buddhist organizations cannot cooperate in sharing resources

6. Lack of robust and institutionalization to ensure the sustainability and transmission of Buddhist organizations

Overview of Buddhist development in Taiwan, by and large Buddhist organizations are operated independently. These type of organizations are classified as downward expansion organizations and they lack the ability to upward consolidate. The most urgent and important issues current Buddhist leaders must deal are: first is the setup a precise, creative management system in each Buddhist organization. Second improve Buddhist organizations capabilities in managing future development.

The core of all activities is Human. Human being will utilize all brain power, physical power and will go to the extent of bringing about structural change of society to gain upper hand in the struggle for survival. Each Buddhist organization is by itself a complete economic system. Since the bygones Buddhist organizations have been actualizing Buddha Dharma and compassionately engage in the social welfare activities thus have been able to amass gathering of faithful. The Buddha Dharma propagation, the establishment and preservation of Buddhist value and belief system depend on the successful development of Buddhist organizations which have distinct characteristics, and Buddhist organizations utilization of unique organizational symbols.

Observing from the past track records, we can discover that: Buddhist organization is an organization formed by the gathering of people sharing the same faith. When a Buddhist organization has effectively and successfully promoted and propagated Buddha Dharma to the public making them interest in participating an activity. Old believers interact and exchange with newcomers to strengthen their faith in Buddhism and emotion bonding to the organization. In this way Buddhist organization achieve sustain and stable development as well as accomplish the mission of Buddha Dharma propagation.

To accomplish the roles and missions of Buddhism in the 21st Century, we must the internally :strengthen organization management by the introduction of Knowledge Management, establishment of more refined management process and manage by professionally trained talents. Externally, we must introduce and popularize Common Values and Beliefs and Buddhist Right views to the public, so that our society will operated by harmonious interactions model and improve the integration and competitiveness of our nation. Currently all globalize Buddhist organizations have their own platform for development, operated by own religious mission and own resource management. If we can establish the multiple platforms of common resources and shared experience, we can uplift the quality and efficient of Buddha Dharma propagation as well as elevate the quality of development of Buddhism as a whole.
